as measured by MnDOT. The way you look at these numbers can change how
you look at the road. As you look down the dates and flow rates, was the
spring lower because of dewatering, or because of the weather?
Look more closely and you will see the older data
was measured on one day a month or less. Is this enough data to make an
informed judgment on? Because no matter which side of the issue you fall
on, it's what they are doing.
