Below is the flow Rates of Coldwater Spring. The Bars at the bottom are the precipitation in inches. The Squares and Diamonds above it is the flow rate of the Coldwater Spring.

Notice that when MnDOT dewaters the interchange begenning July 21st, the Spring quickly drops in flow. This is in spite of the fact that there was MORE precipation, than a year earlier when there was a more severe drought. This according even to MnDOT numbers....Of course MnDOT tells the media that the recent low Spring flow is weather related.
